Armed with an operational rating to measure against the asset (or potential) rating, a prospective buyer or tenant would have far more useful information to assess the relative merits of similar buildings. For landlords subject to the CRC Energy Efficiency Scheme, that information might significantly inform the choice of investment, identifying properties where significant improvements could be achieved by incentivizing tenant behaviour rather than by making expensive alterations. Ultimately, compliance is more likely to be driven by economics than by regulatory burden.
